This combines https://github.com/ember-learn/tool-new-release/blob/main/src/projects/guides.rs and https://github.com/ember-learn/guides-source/blob/master/scripts/create-new-minor-version into one script (finally)
This PR is set to "breaking" to force a release of a 1.0.0 version 👍
